All casinos licensed in Germany
Germany consists of 16 federal states, and up to January 2013 one of the states, Schleswig-Holstein, had a more liberal gambling law than the other 15 states. The law was passed in January 2012 and allowed online gambling operators to apply for licenses for sports betting, poker and casino games. The other fifteen German states, however, passed the reformed Interstate Treaty of Gambling (ISGT) that mostly prohibited online gambling, except online sports betting and lotteries.
During the year of 2012, Schleswig-Holstein granted about 50 licenses to online gambling operators with expiration date in 2018. In January 2013, the state has joined the ISGT, making it the only applicable gambling law in Germany. The licenses that were issued previously were not revoked, creating a conflict of the regimes, which now needs to be solved by the Court of Justice of the European Union. Until its decision, the legal situation with the gambling licensing in Germany remains unclear.
