The gambling market in Finland is monopolized by the government and divided between the 3 main bodies: RAY, Veikkaus Oy and Fintoto Oy. The money raised by operating gambling organizations is used for sponsoring non-profit organizations and social improvement programs.

Since 1996, PAF was the only online gambling site licensed in the Finland's Aland Islands that could by accessed by the Finnish players. In 2010 RAY got the permission to enter the online gambling market and opened its own gambling site. Veikkaus Oy and Fintoto were also allowed to offer their services online.

Despite the pressure from the EU Commission, Finland has no plans to allow any other operators to enter the online gambling market and even contemplates blocking their sites and financial transactions with them.
